Reading wordless storybooks to toddlers may expose them to richer language

Apr. 29, 2013 ? Researchers at the University of Waterloo have found that children hear more complex language from parents when they read a storybook with only pictures compared to a picture-vocabulary book. The findings appear in the latest issue of the journal First Language.

"Too often, parents dismiss picture storybooks, especially when they are wordless, as not real reading or just for fun," said the study's author, Professor Daniela O'Neill. "But these findings show that reading picture storybooks with kids exposes them to the kind of talk that is really important for children to hear, especially as they transition to school."

The study, by Professor O'Neill of the Department of Psychology at Waterloo, and Angela Nyhout, a graduate student, recorded 25 mothers while they read to their toddlers both a wordless picture storybook and a vocabulary book with pictures.

"What we found was that moms in our study significantly more frequently used forms of complex talk when reading the picture storybook to their child than the picture vocabulary book," said Professor O'Neill.

The researchers were especially interested in looking at the language mothers use when reading both wordless picture storybooks and picture vocabulary books to see if parents provided extra information to children like relating the events of the story to the child's own experiences or asking their child to make predictions.

"So, when reading the picture story, we would hear moms say things such as 'where do you think the squirrel is going to go?' or 'we saw a squirrel this morning in the backyard.' But we didn't hear this kind of complex talk as often with vocabulary books, where mentioning just the name of the animal, for example, was more common, " said Professor O'Neill.

The results of the study are significant for both parents and educators because vocabulary books are often marketed as being more educational. "Books of all kinds can build children's language and literacy skills, but they do so perhaps in different ways," said Professor O'Neill. "It's exciting to find that even short wordless picture books provide children with exposure to the kinds of sophisticated language that they will encounter at school and that lay the foundation for later reading development."

A Research Development Initiative grant, which the Social Sciences and Humanities Research Council of Canada awarded to Professor O'Neill, supported this research.

SoftBank allows Sprint to conduct talks with Dish

(AP) ? Sprint Nextel says SoftBank is allowing it to seek more information from Dish Network related to its rival bid for the third-largest U.S. cellphone company.

Overland Park, Kan.-based Sprint has agreed to sell 70 percent of itself to Japan's Softbank Corp. for $20.1 billion. But it recently got a competing $25.5 billion offer from Dish Network Corp. for the whole company.

Under the agreement with SoftBank, Sprint can enter into a non-disclosure agreement and talks with Dish so it can clarify and obtain additional information from Dish related to its bid for the company.

Sprint isn't allowed to provide non-public information to Dish and can't enter into negotiations with the company.

SoftBank says it remains confident in its offer and expects the deal to close in July.

Willem-Alexander becomes new Dutch king

AMSTERDAM (AP) ? Willem-Alexander became the first Dutch king in more than a century Tuesday and pledged to use his ceremonial position as head of state to help steer his country through uncertain economic times.

The generational change in the House of Orange-Nassau gave the Netherlands a moment of celebration, pageantry and brief respite as this trading nation of nearly 17 million struggles through a lengthy recession brought on by the European credit crisis.

Visibly emotional, the much-loved Beatrix ended her 33-year reign as queen in a nationally televised signing ceremony as thousands of orange-clad people cheered outside. Millions more were expected to watch on television.

Just over four hours later, King Willem-Alexander, wearing a fur-trimmed ceremonial mantle, swore an oath of allegiance to his country and the constitution in the historic New Church.

In a speech in the church, Europe's youngest monarch underscored the ceremonial nature of his monarchy in this egalitarian society but also the symbolic and economic value a king can deliver on state visits aimed at drumming up trade.

"I will proudly represent the kingdom and help discover new opportunities," he said.

The investiture ceremony was the final formal act on a day of high emotion within the House of Orange-Nassau and was to be followed by an evening boat tour around the historic Amsterdam waterfront.

The new king gripped his mother's hand and looked briefly into her eyes after they both signed the abdication document in the Royal Palace on downtown Amsterdam's Dam Square.

Beatrix looked close to tears as she then appeared on a balcony decked out with tulips, roses and oranges, overlooking 25,000 of her subjects.

"I am happy and grateful to introduce to you your new king, Willem-Alexander," she told the cheering crowd, which chanted: "Bea bedankt" ("Thanks Bea.")

Moments later, in a striking symbol of the generational shift, she left the balcony and King Willem-Alexander, his wife and three daughters ? the children in matching yellow dresses and headbands ? waved to the crowd.

"Dear mother, today you relinquished the throne. Thirty-three moving and inspiring years. We are intensely, intensely grateful to you," the new king said.

The former queen becomes Princess Beatrix and her son becomes the first Dutch king since Willem III died in 1890.

The 46-year-old king's popular Argentine-born wife became Queen Maxima and their eldest of three daughters, Catharina-Amalia, became Princess of Orange and first in line to the throne.

Willem-Alexander has said he wants to be a 21st century king who unites and encourages his people; not a "protocol fetishist," but a king who puts his people at ease.

He will do so as unemployment is on the rise in this traditionally strong economy. European Union figures released Tuesday showed Dutch unemployment continuing to trend upward to 6.4 percent ? still well below the EU average of 10.9 percent, but higher than it has been for years in the Netherlands.

"I am taking the job at a time when many in the kingdom feel vulnerable and uncertain," Willem-Alexander said. "Vulnerable in their work or health. Uncertain about their income or home environment."

Amsterdam resident Inge Bosman, 38, said she doubted Willem-Alexander's investiture would give the country much of an employment boost.

"Well, at least one person got a new job," she said.

Els Nederstigt, 38, said she got up at 5:30 a.m. to travel to Amsterdam and sat on a camping stool close to the Royal Palace wearing an orange cowboy hat and tiara.

"It's a special moment. I was a very small girl when Beatrix came to the throne so this is the first change in the monarchy I can really experience," she said. "We were here when Willem-Alexander and Maxima got married and what you remember is that you were there ? you forget how early you had to get up and how tired you were."

The square was overwhelmingly orange, but one blue and white Argentine flag being held up in front of the palace was emblazoned with the Dutch language text: "Netherlands thanks for loving and having faith in Maxima."

The day is expected to be a huge party culminating in a boat trip by the new king and queen around the Ij waterway, but security also was tight with thousands of police ? uniformed and plain clothes ? and an untold number of civil servants assisting in the logistics.

Police arrested two protesters on Dam Square ? one of them wearing a white shirt indicating he was a republican ? shortly after the abdication for not following officers' orders to leave. Amsterdam police released both without charge shortly afterward and apologized for detaining them.

At an anti-monarchist demonstration on the nearby Waterloo Square, protestors dressed in white instead of orange and carried signs mocking Willem-Alexander.

"Monarchy is a sexually-transmitted disease," one sign said.

Amsterdammer Jan Dikkers said he came out to show his disapproval for the inauguration of Willem-Alexander, who he said Dutch people only tolerate because "people like his wife."

He said Beatrix is overrated.

"People say the queen did a 'good job', but she didn't really do any job," Dikkers said. "Maybe she seems like a nice person, so people like her, but there's a difference."

The celebrations were peaceful across the city, in stark contrast to Beatrix's investiture in 1980 when squatters protesting a chronic housing shortage fought with police, and clouds of tear gas drifted through parts of the city.

The airspace above Amsterdam was closed Monday for three days. Dutch police swept Dam square for bombs, with assistance from German agents with sniffer dogs.

Royal guests from 18 countries are attending, including Britain's Prince Charles and his wife, Camilla, and the Japanese Crown Prince Naruhito and Crown Princess Masako. Charles was also in attendance when Beatrix was crowned in 1980.

Observers believe Beatrix remained on the throne for so long in part because she was seen as a stabilizing factor in the country that struggled to assimilate more and more immigrants, mainly Muslims from North Africa, and shifted away from its traditional reputation as one of the world's most tolerant nations.

In recent years, speculation about when she might abdicate had grown, as she endured personal losses that both softened her image and increased her popularity further as the public sympathized.

Her husband Prince Claus died in 2002; and last year her youngest son, Prince Friso, was hit by an avalanche while skiing in Austria and suffered severe brain damage. Friso remains in a near comatose state.

Asian insurance M&A gets pricey as region's promise beckons

HONG KONG (Reuters) - A deal-making frenzy in Asia's insurance industry is turning up the heat on buyers to fork out huge sums or miss out on a prime chance to tap into the sector's fastest growing market, and few predict a slowdown despite the eye-popping prices.

The appeal of Asia's growing middle class and rising personal income pushed insurance takeovers in the region to a record $30.5 billion last year, according to S&P Capital IQ, a data compiler. At least $5 billion more are in the pipeline and that's good news for bankers, lawyers and shareholders such as Malaysia's AMMB Holdings Bhd , which is shedding its life insurance unit.

For buyers, soaring valuations and increased competition from foreign newcomers present a tough choice -- either pay through the nose for a scarce, fast-growing business or wait for prices to settle and potentially lose out to nimbler rivals.

There are signs that at least some potential buyers, like South Korea's Samsung Life Insurance Co , are getting spooked by higher deal valuations. Price to book value (P/B) ratios -- a key metric for valuing banks and insurers -- for Asian deals have risen on average by 13 percent between 2005 to 2012, while the same multiples across the world have shrunk.

"These deals have definitely gotten more expensive," said Manulife's Financial Corp Asia Chief Marketing Officer Philip Hampden-Smith, showing that even company executives are raising their eyebrows at how far some buyers are willing to go.

"You've got to have financial discipline -- a deal is only worth so much," he added.

Asian insurers trade at a median P/B ratio of 1.73, according to Thomson Reuters data, nearly double their peers in the United States and Europe. Some recent deals were struck at nearly twice the median P/B ratio of Asian companies.

Just 5.8 percent of Asia's population is insured, compared with 8.1 percent in the United States, and that is set to drive insurance premium sales in emerging Asia at nearly three times the growth in industrialized nations, Swiss Re says.

GET IN LINE

Some companies, like ING Groep NV , have been forced to sell assets to pay back government bail-out money, while others like Aviva Plc are retreating from the region to focus on their home markets. Some are simply cashing out, riding the boom.

When India's Punjab National Bank launched its recently completed life insurance joint venture with MetLife Inc , more than 40 companies showed up to the auction.

The sale of ING's Asia insurance and asset management units last March attracted no less than 17 suitors.

That is an extraordinary number of bidders in a region where even just two or three buyers can create a competitive auction.

Also unusual is the terms being commanded by sellers in certain deals.

Malaysia's CIMB Group Holdings Bhd boldly demanded a 1.8 billion ringgit ($591 million) floor price from the final bidders for its insurance joint venture, two people familiar with the matter told Reuters.

Not bad for a simple, old industry that even some executives say is boring.

Canadian insurer Sun Life Financial Inc and Malaysian sovereign wealth fund Khazanah Nasional Bhd paid a P/B ratio of 3.2 for Aviva-CIMB insurance venture. That is 85 percent higher than the median P/B ratio for Asian insurers now, according to Thomson Reuters data.

CIMB did not offer an immediate comment.

Insurance executives will long remember the whopping 9.3 P/B that Japan's MS&AD Insurance Group Holdings Inc paid in 2011 for a 50 percent stake in Indonesian conglomerate PT Asuransi Jiwa Sinarmas' insurance unit.

PT Bank Negara Indonesia Persero Tbk PT (BNI) Chief Executive Gatot Mudiantoro Suwondo now expects similar multiples for the bank's planned sale of a stake in its life insurance unit.

"Valuations of recent deals are definitely more reliant on the future value the target companies can generate," said Peter Enns, Goldman Sachs & Co's head of Financial Institutions Group in Asia Pacific ex-Japan. "People view these businesses as very strategic (investments) that can deliver good future growth."

TIPPING POINT?

Enns warned that a major change in interest rates and a meaningful slowdown in regional GDP growth would impact how these businesses are valued and affect their prospects.

Some suitors are turning cautious. Samsung Life and Japan's Tokio Marine Holdings Inc are among the companies shying away from the BNI auction on fears of overpaying, people familiar with the matter said.

Khazanah recently dropped from the race to buy a minority stake in unlisted Thai Life Insurance Co, a person familiar with the matter said. The auction attracted KKR & Co LP among others.

Even so, plenty of potential buyers are still willing to stomach the high valuations.

Last year Prudential Plc's $590 million deal to buy Thai Thanachart Bank PLC's insurance unit translated into a P/B multiple of 5.8 for fiscal 2012, a person with direct knowledge of the matter told Reuters.

In part, higher valuations are supported by extended bank distribution deals. In 2010, Prudential struck a 12 year distribution deal with Singapore's United Overseas Bank Ltd , while it secured a 15-year deal with Thanachart. Sun Life and Khazanah signed a 20-year deal.

James Ankers, co-head of Financial Institutions in Asia at Rothschild, expects the active insurance M&A cycle to continue in markets such as Indonesia, even as it reaches a peak in Malaysia.

"But we expect high deal valuations for quality assets to remain," he added.

(AP) ? Stephen Curry shook off a sore left ankle to score 22 of his 31 points in the third quarter, leading the Golden State Warriors past the Denver Nuggets 115-101 on Sunday night for a commanding 3-1 series lead.

Curry shot 10 of 16 from the floor and added seven assists in a dominant and dazzling display that rivaled his days in the NCAA tournament for tiny Davidson. His five 3-pointers in the third quarter lifted Golden State to a 20-point lead and its third straight victory in this frenetic and flashy series.

Jarrett Jack added 21 points and nine assists and Andrew Bogut broke out in the first half with 12 points and five rebounds for the sixth-seeded Warriors, who can close out the Nuggets in Game 5 on Tuesday night in Denver.

Ty Lawson scored 26 points and Andre Iguodala had 19 for the third-seeded Nuggets.

The Warriors lost All-Star forward David Lee to a season-ending hip injury in Game 1, and Curry sprained his left ankle late in Game 2. With Curry carrying the load anyway, none of it has seemed to matter.

The quick-shooting point guard hit 5 of 8 from beyond the arc in a spectacular third quarter, when nearly every gold-shirt wearing fan in the sellout crowd of 19,596 stood and cheered. Curry scored all 22 points in the final 6:22 of the quarter, showing the kind of range that helped him make 272 3-pointers in the regular season ? three more than Ray Allen's record set in 2005-06 with Seattle.

Curry capped his remarkable run with two of his most highlight-reel plays.

He stole the ball from Lawson, stopped in heavy traffic and dropped in a 27-footer before sprinting all the way to the bench high-fiving and chest-bumping teammates. Following a timeout, Curry sprung free near Denver's bench for a corner 3 that gave Golden State a 91-72 lead entering the fourth.

Curry's five 3s in the quarter were a Warriors record for a half.

Curry, wearing heavy tape around his nagging ankle, gave fans a scare when Corey Brewer poked Curry in the eye going for a rebound early in the fourth. Curry returned about 4? minutes later, receiving another standing ovation from the home fans.

While Curry scored only seven points in the first half, Bogut broke out in a big way to provide the one-two punch Golden State had long envisioned.

The 7-footer from Australia sliced down a wide open lane off a pick-and-roll with Curry in the first quarter, took one dribble and dunked over JaVale McGee with a thunderous right-handed slam. Bogut, who received a technical foul in Game 3 for daring Denver's big man to punch him on the chin during a face-to-face altercation, stared back at McGee while backpedalling down court.

In the second quarter, Bogut backed down Kosta Koufos before hammering home another dunk. He also soared high for a backdoor alley-oop from Curry to help the Warriors go ahead 45-37, and chants of "Bogut! Bogut!" echoed around the arena while the video board kept replaying his dunks.

Bogut sat out the final 4:37 of the first half with three fouls, and Andre Miller almost single-handily brought Denver back within a point. Then Curry hit his first 3-pointer of the game ? officially a 27-footer that seemed closer to the scorer's table than the arc ? as Golden State scored the last 11 points before the break to go ahead 56-44.

After falling behind by 15 early in the third quarter, the Nuggets started to rally behind their point guard.

Lawson, who scored a career-playoff high 35 points in the Game 3 loss, shook off a slow start to highlight a 14-4 run that sliced Golden State's lead to 62-58 midway through the third quarter. Just when it seemed they might crawl back, Curry countered with a devastating blow to Denver's playoff hopes.

NOTES: For the third straight game, Warriors coach Mark Jackson listed Carl Landry at power forward in his starting lineup submitted before the game, even though Harrison Barnes started at power forward and Landry came off the bench. Jackson said beforehand that he'd do it again because "it worked." Nuggets coach George Karl said it's not what coaches typically do but joked that Jackson is "consistent" and maybe "superstitious." ... Jackson's wife, Desiree Coleman Jackson, sang the national anthem.

Samsung Galaxy Tab 3 announced with 7-inch screen, low-end specs

If an 8-inch stylus-enabled Galaxy Note wasn't your cup of tea, perhaps Samsung's new 7-inch model will hit your screen-size sweet spot. The Galaxy Tab 3 has gone official and the third iteration of the company's first Android tablet arrives with a dual-core 1.2GHz processor, 8GB or 16GB of storage (with expansion up to 64GB), a 3- and 1.3-megapixel camera array and a substantial 4,000mAh battery. That 7-inch WSVGA (1,024 x 600) TFT display suggests it's likely to be a keenly-priced slate, although we're still waiting to hear on specifics. Samsung's loaded up the Galaxy Tab 3 with Android 4.1 and says that the WiFi version will launch "globally" in May, while an incoming 3G model (no LTE at this point, but it'll be able to make calls) will follow in June.

New Jersey cops go undercover for pedestrians

Police in one New Jersey town are putting their foot down for pedestrians.

Motorists who failed to yield for people crossing the street in Fort Lee? paid the price recently when cops went undercover to nab rude drivers at one of the city?s most dangerous intersections.

Police issued 56 summonses during a four-hour period on Friday when a plainclothes officer repeatedly crossed the street in one of the town's least pedestrian friendly intersections, according to The Record.

When driver?s failed to yield, they were? pulled over down the street by another waiting officer.

The crosswalk sting is in response to a spike in the number of accidents involving pedestrians. Twelve people have been struck by cars so far this year in the northern New Jersey town, the paper reported.

Last year, 68 pedestrians were hit, including four deaths.

Fort Lee, located just outside New York City, has had problems with pedestrian safety in the past.? A year earlier they mounted a similar campaign to help increase walkers safety.

But some Garden State driver?s called in question how the undercover sting was being enforced.

?I did not see him at all, which means he was not on the street,? Katie Graziano, who received a ticket, told The Record. ??It?s the most bogus thing I?ve ever seen.?

Boston?s first open race for mayor in a generation has yet to attract a candidate from the ranks of business, an executive in the mold of New York Mayor Michael R. Bloomberg who could tap a vast fortune to finance a bid for City Hall.

?This isn?t New York. It?s not an air war. It?s not something where you can do this gigantic media buy,? former city councilor John M. Tobin Jr. said. ?It?s expected you?re knocking on doors.?

There are executives weighing a run, and a candidate may materialize in the next few weeks, according to John F. Fish, chief executive of Suffolk Construction Co. Fish declined to identify potential candidates but said he would not enter the race.

But political observers and corporate executives say Boston voters may not necessarily be looking for a candidate to emerge from a downtown boardroom ? someone, say, in the mold of former advertising mogul Jack Connors. And business leaders may be comfortable with many of the candidates who hail from Boston?s political class.

?The city works. You don?t need a Jack Connors or a John Fish to come in on a white horse and be the business candidate,? said Kevin Phelan, an executive with the real estate firm Colliers International. ?I think we?re trying to create a Mike Bloomberg or [former Los Angeles mayor] Richard Reardon, but I?m not sure that exists here.?

One potential candidate with a business background is Bill Walczak, a founder of the Codman Square Health Center, who said in an interview that he planned to meet Saturday with advisers to ask tough questions about whether he could run a successful bid for mayor. Walczak?s business savvy was earned in the city?s neighborhoods, not in downtown salons.

Over 30 years, Walczak built a base anchored in Dorchester, starting as a probation officer in 1976. He cofounded the Codman Square Health Center in 1980, and as chief executive officer, used it as a vehicle to revitalize the neighborhood. He traveled in business circles as he raised more than $70 million for the health center, which eventually came to employ more than 300.

Walczak is president and cofounder of the Codman Academy Charter Public School, and from 2011 to 2012 served as president of Carney Hospital, part of the Steward Health Care System. He is now vice president at Shawmut Design and Construction, where he represents the company before government and community groups. Now, he said, he would like to do more.

?The ability of the mayor of Boston to get things accomplished and improve the quality of life in the city is enormous,? Walczak said Friday. ?This is something that comes along once in a generation and the opportunity has to be looked at seriously.?

Four elected officials have already entered the race: Suffolk District Attorney Daniel F. Conley; city councilors John R. Connolly and Rob Consalvo; and state Representative Martin J. Walsh. Two other candidates ? Will Dorcena and Charles Clemons ? have also said they are running. Several other people have said publicly they are considering a campaign.

On Friday, Conley addressed the 265 employees of the district attorney?s office to explain why he launched his bid earlier this week. ?We serve people who have no one else to speak for them,? Conley said. ?I decided to make this run for mayor because I hope that we can carry our cause and theirs beyond the justice system and into the realms like economic opportunity, housing, education, and more.?

Conley asked his staff to pay careful attention to the laws governing employees? involvement in political activity and said he would not accept political donations from staff at the district attorney?s office.

The race to succeed Mayor Thomas M. Menino is only a week old. Candidates have until May 13 to file for nomination papers, the first step in getting on the ballot for the Sept. 24 preliminary election. The top two vote-getters will face off Nov. 5.

?There is still time to get into the race and for the business community, there is going to be time to assess the candidates,? said Paul Guzzi, president of the Greater Boston Chamber of Commerce.

For the preliminary election, at least a half-dozen candidates appear likely to battle over the 100,000-plus voters expected to turn out. That may mean a candidate who garners 20,000 votes ? the equivalent of a small town ? may be catapulted into the final round. Continued...

Climate Change Future Suggested by Looking Back 4 Million Years

The last time the Earth enjoyed greenhouse gas levels like those of today was roughly 4 million years ago, during an era known as the Pliocene. The extra heat of average temperatures as much as 4 degrees Celsius warmer turned the tropical oceans into a nice warm pool of bathwater, as noted by new research published in Nature on April 4.

By analyzing the ratio of magnesium and calcium in the shells of microscopic animals found in long cores of mud from the deep ocean, the researchers confirmed this massive oceanic warm pool. At about 28 degrees C, the surface sea temperatures were not much warmer than today's tropical oceans, but these warm waters covered much more of the global ocean surface. Although such warm water might sound nice, such warm pools of water have profound weather effects; think of El Nino events in the present and the torrential rains this climate pattern creates in some areas. And a Pliocene-like reduction in temperature differences between polar and mid-latitude regions would have similarly profound effects on everything from the number of tropical cyclones in the Pacific Ocean to which areas are covered by desert in Africa, Australia and North America. The warm water conditions of the Pliocene held steady for more than one million years. In fact, scientists do not understand completely what caused these conditions to change, though a decrease in atmospheric greenhouse gas concentrations of roughly 100 parts-per-million, to around 300 ppm probably helped. In the last few hundred years, that's about how much humanity has raised greenhouse gas concentrations through the burning of fossil fuels, the cutting down of forests and other activities. Today's concentration is about 394 ppm. Although we cannot be sure that a similarly sized decrease in greenhouse gas concentrations ushered in the present era of ice ages singlehandedly, we can be sure that greenhouse gases change climate. And, unless we want to go back to the Pliocene when our distant ancestors split from chimpanzees, we might want to temper climate change by emitting less CO2, methane and other greenhouse gases. Physicists decipher social cohesion issues

Apr. 3, 2013 ? Migrations happen for a reason, not randomly. A new study, based on computer simulation, attempts to explain the effect of so-called directional migration -- migration for a reason -- on cooperative behaviours and social cohesion.

These results appear in a study about to be published in The European Physical Journal B by Hongyan Cheng from Beijing University of Posts and Telecommunications and colleagues.

The authors devised a computer simulation of what they refer to as selfish individuals -- those who are mainly concerned with their own interests, to the exclusion of the interests of others. In this study, they propose a new migration rule, dubbed directional migration, in existing models referred to as evolutionary game theory. This takes into account the fact that individuals in animal and human society make migration choices that are often motivated by the need to search for food or to look for alliances, for example..

Cheng and colleagues found that when they introduce a directional migration trend in their computer model, the cooperation level among individuals is greatly improved compared to situations with no migration. They also found that directional migration has a profound impact on the population structure. It drives individuals to form a number of dense clusters, which resembles social cohesion. In these clusters, individuals organise into a well-functioning group in which there are shared goals and a readiness to cooperate with others.

The authors expect that their model can be further improved in the future by incorporating some factors reflecting real-life situations. For example, the model could introduce a range of interaction that differs for each individual, or vary the collective interaction ranges of a given cluster of individuals in keeping with the number of individuals in the cluster. By combining these real factors, this approach could provide a deeper understanding of the emergence of cooperation among individuals.

A technology vital for tapping much-needed energy or one that's environmentally destructive? That's the question a panel of experts will explore at the Technology and Society Forum session on fracking April 10, 2013 from 3 4:30 p.m. in the Campus Center Ballroom. The NJIT Technology and Society Forum is free and open to the public.

Fracking, short for hydraulic fracturing, injects fluid underground at high pressure to fracture rock formations in order to extract previously inaccessible oil and gas. Opponents point to the negatives, including groundwater contamination, risks to air quality, and migration of toxic chemicals to the surface.

The panel looking at both sides of fracking will be chaired by Michel Boufadel, NJIT professor of civil and environmental engineering and director of the university's Center for Natural Resources Development and Protection. Boufadel's wide range of environmental research includes assessing effects of the the Exxon Valdez spill in Alaska and the BP Deepwater Horizon blowout in the Gulf of Mexico.

Panelist Fred Baldassare is a senior geoscientist at ECHELON Applied Geoscience Consulting as well as the owner of the practice. He has been a leader in applying isotope geochemistry to identification of the source and type of gases in soils, aquifers and other geologic features of the Appalachian Basin.

Tracy Carluccio is assistant director of the Delaware Riverkeeper Network (DRN), a nonprofit whose staff and volunteers work throughout the entire Delaware River Watershed. DRN is engaged in environmental advocacy, volunteer monitoring, stream-restoration assistance and educational initiatives.

Daniel Soeder is a scientist with the U.S. Department of Energy's National Energy Technology Laboratory in West Virginia. His research interests include geology, energy and environmental issues related to unconventional fossil fuel resources such as shale gas, oil shale, enhanced oil recovery, and the geological sequestration of carbon dioxide.

Mink Young Jeopardized by Industrial Chemicals

Mink dive deep into the depths of New York?s Hudson River to hunt frogs and fish. Scurrying along the river shore, they nose around in the dirt, building dens.

But their food and shelter are giving them heavy doses of industrial chemicals, which could be killing their babies and jeopardizing their populations.

In a new study, farm-raised mink were fed fish caught in the upper Hudson River, which is highly contaminated with polychlorinated biphenyls (PCBs). Kits born to the parents that ate the compounds were much more likely to die than the kits of those that ate less-contaminated food.

?Based on the kit mortality, we believe PCB contamination is causing decreased abundance and density of mink in the upper Hudson River,? said Kathryn Jahn, a U.S. Fish and Wildlife Service biologist who worked closely with Michigan State University researchers on the study.

All of the kits from 15 mothers that ate no PCBs survived, along with 96 percent of those from the 10 mothers that ate the lowest amounts. But in the four groups fed increasing amounts of the chemicals, all 50 kits died ? most within 10 weeks.

The region?s wild mink consume similar amounts of PCBs. As a result, it?s likely that large numbers are stillborn or dying young in the wild, too, the scientists said. ?A diet comprised of less than 10 percent fish with these environmentally relevant PCB concentrations could be expected to result in kit mortality,? the study authors wrote.

For decades, scientists have known that mink are more sensitive than other animals to reproductive and immune damage from PCBs, but it remains a mystery as to why.

About two feet long with luxurious fur, mink are found throughout much of the United States and Canada in places with abundant marshes and other wetlands. Dependent on water for food, they dive into rivers and lakes to eat muskrats, chipmunks, fish, frogs and birds. They are trapped and farmed for their soft pelts.

Mink numbers appear stable, according to the New York Department of Environmental Conservation. However, trapping data suggest that the Hudson River populations are smaller than elsewhere in the state.

The new study builds on two similar studies in which mink fed PCB-tainted fish from Michigan?s Saginaw Bay and Massachusetts? Housatonic River also had large numbers of kits die.

Since they?re near the top of the food chain ? rarely falling victim to predators ? mink accumulate large quantities of chemicals, said Niladri Basu, a University of Michigan professor who studies fish and wildlife as indicators of health hazards.

As a sentinel species, their health is indicative of the surrounding ecosystem?s health.

?At a regional or local level, these chemicals? affect on populations should be a concern,? Basu said. ?These isolated areas like the Hudson River and the South River in Virginia, where there used to be a Dow facility, show [mink] are really struggling with PCBs and mercury.?

The Hudson River is one of the largest, most contaminated Superfund sites in the country. From the 1940s to about 1976, two General Electric plants released an estimated 1.3 million pounds of PCBs into the 315-mile river. Now banned, the chemicals, which were used largely as insulators in large electrical equipment, have plagued the river since because they linger in the environment.

People have been warned for four decades to avoid eating most fish from the river. PCBs are linked to many human health effects, including cancer and reduced IQs in children from Great Lakes states.

As early as 1982, scientists began documenting elevated PCBs in mink along the river. Within three miles of the river, about half of them have levels in their liver above the threshold for health problems, according to a report from the National Oceanic and Atmospheric Administration.

North Korea vows to restart nuclear facilities

(AP) ? North Korea vowed Tuesday to restart a nuclear reactor that can make one bomb's worth of plutonium a year, escalating tensions already raised by near daily warlike threats against the United States and South Korea.

The North's plutonium reactor was shut down in 2007 as part of international nuclear disarmament talks that have since stalled. The declaration of a resumption of plutonium production ? the most common fuel in nuclear weapons ? and other facilities at the main Nyongbyon nuclear complex will boost fears in Washington and among its allies about North Korea's timetable for building a nuclear-tipped missile that can reach the United States, technology it is not currently believed to have.

A spokesman for the North's General Department of Atomic Energy said that scientists will begin work at a uranium enrichment plant and a graphite-moderated 5 megawatt reactor, which generates spent fuel rods laced with plutonium and is the core of the Nyongbyon nuclear complex.

The unidentified spokesman said the measure is part of efforts to resolve the country's acute electricity shortage but also for "bolstering up the nuclear armed force both in quality and quantity," according to a statement carried by the official Korean Central News Agency.

Pyongyang conducted its third nuclear test in February, prompting a new round of U.N. sanctions that have infuriated its leaders and led to a torrent of threatening rhetoric. The United States has sent nuclear-capable bombers and stealth jets to participate in annual South Korean-U.S. military drills that the allies call routine but that Pyongyang claims are invasion preparations.

North Korea has declared that the armistice ending the Korean War in 1953 is void, threatened to launch nuclear and rocket strikes on the United States and, most recently, declared at a high-level government assembly that making nuclear arms and a stronger economy are the nation's top priorities.

The threats are seen as efforts to force policy changes in Seoul and Washington and increase domestic loyalty to young North Korean leader Kim Jong Un by portraying him as a powerful military force.

"North Korea is keeping tension and crisis alive to raise stakes ahead of possible future talks with the United States," said Hwang Jihwan, a North Korea expert at the University of Seoul. "North Korea is asking the world, 'What are you going to do about this?'"

North Korea added the 5-megawatt, graphite-moderated reactor to its nuclear complex at Nyongbyon in 1986 after seven years of construction. The country began building a 50-megawatt and a 200 megawatt reactor in 1984, but construction was suspended under a 1994 nuclear deal with Washington.

North Korea says the facility is aimed at generating electricity. It takes about 8,000 fuel rods to run the reactor. Reprocessing the spent fuel rods after a year of reactor operation could yield about 7 kilograms of plutonium ? enough to make at least one nuclear bomb, experts say.

Nuclear bombs can be produced with highly enriched uranium or with plutonium. North Korea is believed to have exploded plutonium devices in its first two nuclear tests, in 2006 and 2009.

In 2010, the North unveiled a long-suspected uranium enrichment program, which would give it another potential route to make bomb fuel. Uranium worries outsiders because the technology needed to make highly enriched uranium bombs is much easier to hide than huge plutonium facilities.

But experts say plutonium is considered better for building small warheads, which North Korea needs if it is going to put them on missiles. Analysts say they don't believe North Korea currently has mastered such miniaturization technology.

Scientist and nuclear expert Siegfried Hecker has estimated that Pyongyang has 24 to 42 kilograms of plutonium ? enough for perhaps four to eight rudimentary bombs similar to the plutonium weapon used on Nagasaki in World War II.

It's not known whether the North's latest atomic test, in February, used highly enriched uranium or plutonium stockpiles. South Korea and other countries have so far failed to detect radioactive elements that may have leaked from the test and which could determine what kind of device was used.

"North Korea is dispelling any remaining uncertainties about its intention for developing nuclear arms. It is making it clear that its nuclear arms program is the essence of its national security and that it's not negotiable," said Sohn Yong-woo, a professor at the Graduate School of National Defense Strategy of Hannam University in South Korea.

"North Korea is more confident about itself than ever after the third nuclear test," Sohn said. "That confidence is driving the leadership toward more aggressive nuclear development."

Brawl between 60 L.A. jail inmates leaves several injured

LOS ANGELES (Reuters) - Guards at a downtown Los Angeles jail fired rubber pellets and pepper spray to swiftly quell a racially charged brawl involving more than 60 inmates, and several injured prisoners were taken to a hospital, a jail spokesman said.

The altercation between Hispanic and African-American inmates erupted shortly after noon local time in a third-floor recreation area inside Tower One of the Twin Towers Correctional Facility, said Steve Whitmore, a spokesman for the Los Angeles County Sheriff's Department, which runs the jail.

Whitmore said corrections officers fired hard-rubber "sting balls" and pepper spray into the fracas, managing to break up the disturbance in one or two minutes.

"This is something that does occur throughout our jail system from time to time," Whitmore said. "People in our jails are under a lot of tension ... and it does regrettably happen."

Whitmore said four of the inmates were taken to a hospital with cuts, bruises and other non-life-threatening injuries.

But Los Angeles Fire Department spokesman Erik Scott told Reuters six patients were transported to the hospital, two in serious condition, though he did not know whether all of them were inmates.

The precise cause of the fight was under investigation, Whitmore said. The Twin Towers facility, one of eight detention centers run by the sheriff's department throughout the county, houses roughly 4,500 inmates, Whitmore said.

The jail system as a whole, the largest in the United States, comprises more than 18,000 prisoners and has long been plagued by overcrowded conditions.
