NASA's Dawn spacecraft prepares for trek toward dwarf planet
ScienceDaily (Aug. 30, 2012) ? NASA's Dawn spacecraft is on track to become the first probe to orbit and study two distant solar system destinations, to help scientists answer questions about the formation of our solar system. The spacecraft is scheduled to leave the giant asteroid Vesta on Sept. 4 PDT (Sept. 5 EDT) to start its two-and-a-half-year journey to the dwarf planet Ceres.
Dawn began its 3-billion-mile (5-billion kilometer) odyssey to explore the two most massive objects in the main asteroid belt in 2007. Dawn arrived at Vesta in July 2011 and will reach Ceres in early 2015. Dawn's targets represent two icons of the asteroid belt that have been witness to much of our solar system's history.
To make its escape from Vesta, the spacecraft will spiral away as gently as it arrived, using a special, hyper-efficient system called ion propulsion. Dawn's ion propulsion system uses electricity to ionize xenon to generate thrust. The 12-inch-wide ion thrusters provide less power than conventional engines, but can maintain thrust for months at a time.
"Thrust is engaged, and we are now climbing away from Vesta atop a blue-green pillar of xenon ions," said Marc Rayman, Dawn's chief engineer and mission director, at NASA's Jet Propulsion Laboratory, Pasadena, Calif. "We are feeling somewhat wistful about concluding a fantastically productive and exciting exploration of Vesta, but now have our sights set on dwarf planet Ceres.
Dawn's orbit provided close-up views of Vesta, revealing unprecedented detail about the giant asteroid. The mission revealed that Vesta completely melted in the past, forming a layered body with an iron core. The spacecraft also revealed the scarring from titanic collisions Vesta suffered in its southern hemisphere, surviving not one but two colossal impacts in the last two billion years. Without Dawn, scientists would not have known about the dramatic troughs sculpted around Vesta, which are ripples from the two south polar impacts.
"We went to Vesta to fill in the blanks of our knowledge about the early history of our solar system," said Christopher Russell, Dawn's principal investigator, based at the University of California Los Angeles (UCLA). "Dawn has filled in those pages, and more, revealing to us how special Vesta is as a survivor from the earliest days of the solar system. We can now say with certainty that Vesta resembles a small planet more closely than a typical asteroid."
The mission to Vesta and Ceres is managed by NASA's Jet Propulsion Laboratory in Pasadena, Calif., for the agency's Science Mission Directorate in Washington. Dawn is a project of the directorate's Discovery Program, which is managed by NASA's Marshall Space Flight Center in Huntsville, Ala.
UCLA is responsible for the overall Dawn mission science. Orbital Sciences Corp. of Dulles, Va., designed and built the spacecraft. The German Aerospace Center, the Max Planck Institute for Solar System Research, the Italian Space Agency and the Italian National Astrophysical Institute are part of the mission's team. The California Institute of Technology in Pasadena manages JPL for NASA.

Lawyer: Holmes tried to call psychiatrist before shooting

A defense attorney says Colorado movie theater shooting suspect James Holmes tried unsuccessfully to call a University of Colorado, Denver, psychiatrist nine minutes before the attack.
Defense attorney Tamara Brady said Thursday that James Holmes placed the call to an after-hours number at a hospital at the University of Colorado, Anschutz campus.
Brady says Holmes thought he could reach Dr. Lynne Fenton, a psychiatrist, at that number.
Holmes is accused in the July 20 shooting that left 12 people dead and 58 wounded in Aurora.

Defense attorney Daniel King leads other public defenders into court Thursday for a motions hearing for suspected theater shooter James Holmes in district court in Centennial, Colo.
The detail came out during a hearing about Holmes' relationship with Fenton, to whom he mailed a package containing a notebook that reportedly contained violent descriptions of an attack.

Fenton, who took the stand Thursday,?testified she was sent the package on July 19.
The package was seized by police on July 23 -- just three days after the?shooting. According to court documents, she never had the package in her possession.

District Court Judge William Sylvester made no decision Thursday on whether the package should be released to prosecutors, NBC station KUSA reported. The hearing was continued to Dec. 20.

The court discussed whether the notebook was sent during the time Holmes and Fenton had a doctor-patient relationship. The defense?argued the notebook sent to Fenton is privileged information due to her relationship to Holmes as his psychotherapist. The prosecution says Fenton's relationship had already ended.

More than 100 college professors across the nation signed an open letter on Tuesday endorsing a Colorado ballot measure that would legalize marijuana and regulate it like alcohol, in a move timed to coincide with President Barack Obama?s campaign stop at Colorado State University.
The letter was released by The Campaign to Regulate Marijuana Like Alcohol, the principal group supporting Amendment 64, the marijuana legalization ballot initiative being put before voters this November. The law would permit adults over the age of 21 to possess one ounce of marijuana or six marijuana plants. It does not propose any any changes that would affect employee drug testing or laws prohibiting driving while intoxicated.
Most of the letter?s co-signers identified themselves as coming from ?the fields of law, health, economics, and criminal justice.?
?For decades, our country has pursued a policy of marijuana prohibition that has been just as ineffective and wasteful as alcohol prohibition,? they wrote. ?We have reviewed Amendment 64 and concluded that it presents an effective, responsible, and much-needed new approach for Colorado and the nation.?
President Obama, meanwhile, is due to make a stop at Colorado State University on Tuesday afternoon as part of a three-state campaign swing focusing on college campuses right at the start of a new school year. He?s expected to reiterate his support for freezing student loan interest rates and attack Mitt Romney for saying that hopeful students should just borrow money from their parents or join the military.
The president has consistently said he opposes to marijuana legalization, and his administration has been adamant about prosecuting hundreds of licensed marijuana vendors in states that have legalized the drug for medical use.
?The State of Colorado, as well as our nation, have successfully walked the path from prohibition to regulation in the past,? the professors concluded. ?Eighty years ago, Colorado voters approved a ballot initiative to repeal alcohol prohibition at the state level, which was followed by repeal at the federal level. This year, we have the opportunity to do the same thing with marijuana and once again lead the nation toward more sensible, evidence-based laws and policies.?
An August survey by the Democratic-affiliated Public Policy Polling group found that 47 percent of Colorado voters favor Amendment 64, while just 38 percent oppose it.

As professors in the fields of law, health, economics, and criminal justice, among others, we write this open letter to encourage a sensible, evidence-based approach to marijuana policy, and to endorse Amendment 64, the initiative on this year?s ballot to regulate marijuana like alcohol in Colorado.
For decades, our country has pursued a policy of marijuana prohibition that has been just as ineffective and wasteful as alcohol prohibition. We have reviewed Amendment 64 and concluded that it presents an effective, responsible, and much-needed new approach for Colorado and the nation.
Marijuana prohibition has proven to be the worst possible system when it comes to protecting teens, driving marijuana into the underground market where proof of age is not required and where other illegal products might be available. In a regulated system, marijuana sales will be taken off the streets and put behind a counter where age restrictions are strictly enforced. There is evidence that regulating marijuana works. According to the U.S. Centers for Disease Control and Prevention, marijuana use among Colorado high school students declined from 2009 to 2011, the time during which the state began regulating medical marijuana sale. Meanwhile, it increased nationwide, where no such regulations were implemented.
Given our current economic climate, we must evaluate the efficacy of expensive government programs and make responsible decisions about the use of state resources. Enforcing marijuana prohibition is wasting our state?s limited criminal justice resources and eroding respect for the law. Our communities would be better served if the resources we currently spend to investigate, arrest, and prosecute people for marijuana offenses each year were redirected to focus on violent and otherwise harmful crimes. According to the Colorado Center on Law and Policy, passage of Amendment 64 would immediately save local and state law enforcement officials more than $12 million per year, and it could save more than $36 million per year within the first five years. Paired with new state and local revenues, the initiative has the potential to generate more than $120 million per year for Colorado and its localities.
It is also important to note that Amendment 64 does not change existing laws regarding driving under the influence of marijuana, and it allows employers to maintain all of their current employment and drug-testing policies.
The State of Colorado, as well as our nation, have successfully walked the path from prohibition to regulation in the past. Eighty years ago, Colorado voters approved a ballot initiative to repeal alcohol prohibition at the state level, which was followed by repeal at the federal level. Isaac menaces U.S. Gulf Coast 7 years after Katrina
NEW ORLEANS (Reuters) - Tropical Storm Isaac closed in on the U.S. Gulf of Mexico coast on Monday, triggering some mandatory evacuation orders and disrupting U.S. offshore oil production as it threatened to make landfall between Florida and Louisiana as a Category 2 hurricane.
The wide, slow-moving storm swiped south Florida on Sunday and strengthened over the warm Gulf waters. It was expected to reach land Tuesday night or early Wednesday, the anniversary of devastating Hurricane Katrina seven years ago.
The U.S. National Hurricane Center warned that the storm could push vast amounts of seawater over the shore, flooding the northern Gulf coast with a storm surge of up to 12 feet in some areas. Isaac was expected to slow down and pour "tremendous amounts" of rain on the region, causing potentially deadly flooding far inland, Hurricane Center Director Rick Knabb said.
"The weather will start going downhill overnight tonight on the northern Gulf Coast," Knabb told reporters on a conference call. "Wherever it is people are going to be during the storm, they need to get there tonight."
Isaac could take direct aim at New Orleans, which is still struggling to fully recover from Katrina which swept across the city on August 29, 2005, killing more than 1,800 people and causing billions of dollars of damage along the coast.
"That brings a high level of anxiety to the people of New Orleans," New Orleans Mayor Mitch Landrieu told a news conference. "I want to tell everybody now that I believe that we will be OK," he added.
At 5 p.m. EDT (2100 GMT) on Monday, Isaac was centered 255 miles southeast of the mouth of the Mississippi River with top sustained winds of 70 mph and swirling northwest at 12 mph.
It was forecast to strengthen into a Category 2 hurricane on the five-step Saffir-Simpson scale of hurricane intensity, with top winds of 100 mph, before moving over the Gulf Coast no later than early on Wednesday. A tropical storm becomes a Category 1 hurricane at 74 mph.
"Strengthening is expected to continue right up until landfall occurs," the National Hurricane Center said.
The storm was more than 400 miles wide and Craig Fugate, director of the Federal Emergency Management Agency, said the worst effects may well be in Mississippi and Alabama.
"This is not a New Orleans storm. This is a Gulf Coast storm," Fugate said.
The governors of Louisiana, Mississippi and Alabama declared states of emergency on Sunday and mandatory evacuation orders went into effect on Monday for residents of several low-lying districts outside New Orleans and its new flood-protection system. About 8,000 to 10,000 residents of Mobile, Alabama, were also told to evacuate, as well as nearby Dauphin Island.
Energy producers in the Gulf shut down some of their operations ahead of what could be the biggest test for U.S. energy installations since 2008, when Hurricanes Gustav and Ike disrupted offshore oil output for months and damaged onshore natural gas processing plants, pipelines and some refineries.
The ports of Mobile and New Orleans were closed on Monday and barge traffic was suspended along southern portions of the Mississippi River.
President Barack Obama on Monday approved Louisiana's request for a federal disaster declaration, Governor Bobby Jindal said. Obama's approval, given in a phone call that also included governors of Mississippi, Alabama and Federal Emergency Management Agency Administrator Craig Fugate, makes federal funds available for disaster recovery activities like clearing debris.
In New Orleans, which sits below sea level, long lines formed at some gas stations. In Gulfport, Mississippi, as in many other coastal towns, people crowded supermarkets to buy bottled water and canned food.
"HOPE FOR THE BEST"
A bumper-to-bumper stream of vehicles left New Orleans on the I-10 highway heading west toward Baton Rouge on Monday as motorists made their way to higher ground.
At Mandina's Restaurant, a popular New Orleans eatery flooded by eight feet of water during Katrina, fourth-generation owner Cindy Mandina said she was nervous.
"We're going to hold tight and hope for the best," Mandina said, as she prepared to close up ahead of the storm. "Pre-Katrina, you'd never close, you'd stay open, maybe lose power and then reopen as soon as possible."
At the Crescent City Auction Gallery, owner Adam Wolf Lambert was putting metal shutters up over his store's large ground-level windows on Monday afternoon.
"We're putting up the shutters and moving as much as we can off the ground floor, to be sure we don't have water damage," Lambert said.
Colonel Edward Fleming, commander of the U.S. Army Corps of Engineers overseeing New Orleans flood protection, said improvements to the system put the city in a far better place than it was seven years ago.
But in low-lying Plaquemines Parish, which could be the first to be lashed by Isaac's winds and storm surge, workers scrambled to stack sandbags and reinforce levees.
The parish, which stretches southeast from New Orleans, is cut in two lengthwise by the Mississippi River as it flows to the Gulf of Mexico. Much of the area lies outside the greater New Orleans levee system, and construction projects to bolster protection are not yet complete.
"We signed an agreement with the (Army Corps of Engineers) 30 days ago for over a billion dollars of work," said Plaquemines Parish President Billy Nungesser. "We're really worried about the storm surge, we really need a few more years before we see an event like this."
NHC meteorologist Jessica Schauer said the hurricane warning area included "quite a few oil rigs" but not perhaps the heart of the U.S. offshore oil patch, which produces about 23 percent of U.S. oil output and 7 percent of its natural gas.
Despite the threat to offshore oil infrastructure and Louisiana refineries, prices for international benchmark Brent crude traded down $1.24 to $112.35 a barrel in late Monday activity.
Meteorologists at Weather Insight, an arm of Thomson Reuters, estimated the storm temporarily shut down 87 percent of the U.S. offshore oil production capacity and 80 percent of the offshore natural gas output.
Once ashore, the storm could wreak havoc on low-lying fuel refineries along the Gulf Coast that account for about 40 percent of U.S. refining capacity.
That could send gasoline prices spiking just ahead of the U.S. Labor Day holiday on September 3, analysts said.
Isaac's projected track meant the worst of its weather would miss Tampa, Florida, where the Republican National Convention opened its four-day meeting on Monday. Official convention events were delayed until Tuesday because of the storm.
Isaac killed at least 20 people and caused significant flooding and damage in Haiti and the Dominican Republic before skirting the southern tip of Florida on Sunday.

Douglas County School Board may ask voters to break teacher union ties
The Douglas County School Board may ask voters to end its collective bargaining agreement with the teacher union and permanently break other ties between district and union.
During a Tuesday board meeting, members discussed three potential questions for the November general election ballot that union officials said are further evidence of the deteriorating relationship between union and district.
Those tentative questions are:
? Should the district be prohibited from engaging in collective bargaining with the union?
? Should the district be prohibited from using public funding for the compensation of union leaders?
? Should the district be prohibited from collecting union dues from employee paychecks on the union's behalf?
"Instead of paying the high-dollar salaries of the union executives and a host of other union expenses, we ought to be focusing on restoring our focus on the classroom, both financially and pedagogically," board member Craig Richardson said. "I suggest that we consider at the next meeting ballot language that would prohibit the district from ever funding with taxpayer dollars union salaries and public pension benefits going forward."
Richardson called the current collective bargaining system "old fashioned" and said it leads to an unending, yearly conversation with the union concerning money.
Union members said the move by the board is nothing more than a power grab; hurting teachers, and, ultimately, students' education.
"Members of this board don't believe rules or laws apply to them," said Brenda Smith, president of the Douglas County Federation of Teachers.
Smith said the board is attempting to limit the power of future members, binding the district to its current policies and practices.
Those practices include keeping the union from being able to canvas on school grounds, communicate independently with members and not collect union dues from teacher pay checks.
Currently, no collective bargaining agreement exists as the union and board failed to agree to terms in June, which is when the prior contract expired.
The two sides remained apart on issues of a salary increase, a pay-for-performance structure and the district's desire to remove the union's status as the exclusive bargaining unit representing the teachers.
Board president John Carson said the questions were appropriate for the ballot when contemplating the future of district collective bargaining.
"We need to consider asking the voters whether we have approached this properly," Carson said. "Some people feel we have not and I think maybe the voters should be asked to weigh in on it."
Smith said the union is looking into the legality of the proposal.
"We've never even heard of a referendum vote on a public issue from a school board before, anywhere," she said.
The school board has until Sept. 7 to decide if any of the questions will be placed on the Nov. 6 ballot.

Lonmin fears sackings could re-ignite South Africa violence
JOHANNESBURG (Reuters) - The world's third-biggest platinum producer, South Africa's Lonmin, on Tuesday backed down from its threat to sack 3,000 striking mine workers, fearing the move could provoke more violence after police last week shot dead 34 miners in scenes reminiscent of apartheid bloodshed.
Most of the strikers, who faced a Tuesday ultimatum to return, stayed off the job as police helicopters hovered over Lonmin's Marikana mine, about 100 km (60 miles) northwest of Johannesburg.
Hit by lost production and revenues, the company said it may issue new shares "to strengthen its financial structure".
Analysts have speculated the company may turn to shareholders to raise new capital as it will reach its borrowing limits at the end of next month.
Lonmin said about a third of its 28,000 workers at the Marikana mine had returned to work. It had previously threatened employees with immediate dismissal for ignoring its ultimatum.
The 3,000 strikers are mostly rock drill operators, who say they should be paid more for their arduous underground work.
"Working underground is like making a fire in a room and closing all the windows and doors," said Isaac, a striking rock drill operator.
Thousands more employees had not returned to work because of worries about security and uncertainty whether there would be anything for them to do while most drilling remains shut down.
"It won't help anyone if Lonmin goes out and dismisses a whole lot of people for not coming to work today. It will set us back significantly in terms of violence, in terms of building trust," Mark Munroe, Lonmin executive vice-president for mining, told a local radio station.
Crowds of miners, watched closely by police, gathered near the site where police last week opened fire on armed protesters running in their direction.
The violence was part of pattern at South Africa's mines. In February, three workers were killed in unrest after Impala Platinum, the world's second-largest producer of the metal, dismissed 17,200 workers who went on an illegal strike.
ELEVATED RISKS
Parliamentarians, many with tears in their eyes, held a church service to remember those who died when police opened fire on the crowd at Marikana in the worst killing by the security forces since the end of apartheid in 1994.
Their unity turned into acrimony when opposition leaders questioned the ANC government's policing policies. On average, between 3 and 4 people a day are killed in South Africa by police, according to government data.
"This tragedy could have and should have been prevented," said Lindiwe Mazibuko, the parliamentary leader of the opposition Democratic Alliance.
Police Minister Nathi Mthethwa said police "did all in their power to avert such a situation".
For investors, the Lonmin tragedy is a reminder that betting on South Africa includes considerable risks and they may need to demand a bigger discount before putting money in local assets.
The powerful National Union of Mineworkers has said its feud with the militant and upstart AMCU union, seen as behind the Lonmin strike, could spread.
This could in turn feed into lower levels of investment, lower growth, and deteriorating public finances in Africa's biggest economy.
Lonmin, which accounts for 12 percent of global platinum output, was forced last week to suspend mining as a result of the clashes.
Investors have hammered Lonmin shares on concerns about lost earnings from the strike, sending its stock down nearly 13 percent last week. But the shares rose for the first time in 9 trading sessions on Tuesday, rising 3.6 percent in Johannesburg.

BMW kicked off its DriveNow car sharing service in its home country last year to see if urban EV rentals would catch on. Something must have clicked in Germany, as the automaker is exporting the concept to the San Francisco Bay Area as of September. DriveNow's initial fleet of 70 ActiveE vehicles will rely on a different business model after getting its American visa: the service drops the strictly by-the-minute model of the German operation in favor of a $12 base fee for a half-hour's trip, with a 32 cents per minute rate kicking in only during longer drives. Travelers will have to drop off the cars at specified stations, too. There's a consolation for the trouble through a ParkNow reservation service, which locks in a parking space at a guaranteed rate and navigates there through an iPhone app or the web. Just be aware that those spaces will be limited -- only eight DriveNow stations and 14 ParkNow lots are active, which doesn't afford a lot of free roaming even after discounting the lack of immediate plans for other US cities. We're nonetheless glad that Bay Area locals without their own ride will have an easier time staying green for their cross-city jaunts.

Teens Who Drink, Smoke More Likely to Abuse Painkillers: Study
An estimated 3.5 million young adults in U.S. abuse prescription opioids, researchers say.
TUESDAY, Aug. 21 (HealthDay News) ? Teenagers who smoke or drink are two to three times more likely to abuse prescription painkillers later on in life, new research shows.
Researchers from Yale University analyzed information collected from young adults aged 18 to 25 from the 2006-2008 U.S. National Survey on Drug Use and Health.
About 12 percent of the young adults surveyed said they currently abused prescription opioids. Of those, 57 percent had abused alcohol as teens; 56 percent smoked cigarettes and 34 percent used marijuana.
About 3.5 million young adults abuse prescription opioids, ?and this number is growing,? study lead author Dr. Lynn Fiellin, associate professor of medicine at Yale, said in a university news release.
Gender was also associated with risk of opioid abuse, the investigators found. Among men, use of cigarettes, alcohol and marijuana when they were teenagers was associated with a greater risk for opioid abuse later on in life. For the women, only marijuana use was linked to later drug abuse.
The study is scheduled for publication in the Aug. 21 online edition of the Journal of Adolescent Health.
While the study uncovered an association between teen substance use and prescription opioid drug abuse, it did not prove a cause-and-effect relationship.

The Pitfalls of Budgeting & Planning Deployments: Part I | Business ...

The financial success of any organization begins with a well-structured budget for each department. Just having this budget/plan in place does not guarantee success, but not having a plan guarantees failure.
But with only half of organizations? plans being accurate and two-thirds not being able to investigate the details of their budgets in real time, many companies are planning major modifications to their budgeting and planning because they are painfully aware of the shortcomings of their process.[1]
The implementation of a comprehensive budgeting, planning and forecasting (BP&F) tool should not be taken lightly. Though BP&F solution deployments can take as little as 6 weeks or as much as 4 months depending on the complexity, these projects require significant forethought, resources, and strategy. With this in mind, here are some pitfalls to avoid if at all possible. These of course apply to all business intelligence projects, not simply BP&F:
1) Unrealistic scope
An unrealistic scope is the #1 project impediment we see at arcplan. Because our solution, arcplan Edge, is fully customizable, we enable our customers to not compromise on their requirements. However, not every company has the funds to deploy every item on their wish list in Phase I of the project. So what can you do to ensure project success?
Lay out the "must haves" and "nice to haves" for your project up front, allow the vendor to determine what is possible in the deployment timeframe, and then both parties must compromise if necessary and stick to the plan. This is basic project management, but it's so critical to BP&F projects. Why? It's all about expectations. The finance team does not have too many opportunities to implement huge IT/software projects. A BP&F system might be the largest IT project the finance team will ever encounter (other than ERP), so tensions and expectations are high. A BP&F system is supposed to make the finance team's life easier, so they will have a long list of "wants" for the system, some of which are not critical to Phase I of the project. Your vendor's project manager will help determine what is feasible for this first phase and what modifications can wait until after the system has been tested, approved, and rolled out. If everyone is on the same page from the beginning, accepts the project scope, and approves milestones throughout the implementation, you have a recipe for success.
2) Data problems
In our thousands of implementations, we've never encountered a client with perfect data, so data problems are not something you're likely to escape. There are a few data issues that we've seen: no data source in place, too many data sources to pull from, and bad data.
When it comes to budgeting and planning, sometimes organizations have a data warehouse already in place and sometimes they are simply working off of spreadsheets, in which case, a database has to be built. This takes time and resources that will have to be built into the project plan/scope.
Data integration from heterogeneous data sources can be a problem for some BP&F vendors; however, arcplan Edge seamlessly integrates data from various sources and makes it possible to access information and analyze budget plans in real time. So choosing the right solution can make all the difference, allowing you to overcome your imperfect data.
And of course, bad data is an issue for any business intelligence project, planning or not. Corrupt information will corrupt the decisions based off of it. This blog offers a lot of suggestions for how and why to mitigate bad data, but arcplan has a distinct advantage when it comes to working with organizations that have data quality issues. Unlike other vendors' solutions, arcplan has the ability to manipulate data at the surface, so instead of having to commit resources to fixing database-level problems (like re-arranging months of the year so they're in sequential order rather than alphabetical order), arcplan can simply re-order the data correctly at the surface (January to December, for example, if you work on a calendar fiscal year), or perform what we call "surface-level math" to get you the calculations you need without the exact information already existing in the database.
